How do I get an even complexion?

I have fair skin, but my skin has a red tint around my nose and chin, and I have dark circles under my eyes that never go away (they aren’t puffy though). I don’t suffer from any acne problem, but there seems to be a few tiny bumps around my nose/cheek area. Please, advice?
